The groups – HIAS Greece, Refugee Support Aegean (RSA), Vouliwatch, the Greek Council for Refugees, the Hellenic League for Human Rights, Homo Digitalis, Reporters United and Solomon – submitted their joint report to the Commission in January 2026, for the fourth consecutive year, followed by a first addendum in February.
‘Significant legal, judicial and political developments directly related to the rule of law situation in Greece have taken place since the report we submitted to the European Commission in January 2026 and the addendum of February 2026,’ the organisations said. ‘This second addendum to our report provides an overview of these developments and should be read in conjunction with our previous contributions to the Rule of Law Report.’
The addendum alleges that, within the space of a few months:
- The Supreme Court prosecutor refused to reopen the investigation into the wiretapping scandal, despite new evidence from the trial.
- The government interfered in the work of the European Public Prosecutor’s Office through a late-night amendment to an unrelated bill.
- Journalists face SLAPPs (strategic lawsuits against public participation) while Greece delays implementation of the relevant EU directive.
- Civil society operates under increasing pressure and bureaucratic barriers.
- The Ombudsman recorded police officers’ responsibility for the death of a prisoner, without a criminal investigation following.
- The responsible EU commissioner visited Greece in May 2026 and raised none of these issues.
‘Since January 2026, we have been closely monitoring developments. These developments deeply concern us. The issues we highlight are not isolated; they are interrelated and enduring, and concern serious pathologies of the country,’ the organisations added.
