The memorandum sets out specific criteria for determining the actual employment relationship between delivery workers and digital platforms, stressing the need for transparency and clarity in employment terms and conditions.
The unions also call for platform companies to be held accountable for their responsibilities as employers, rather than being allowed to evade them through complex contractual arrangements and subcontracting.
Their demands include transparency in the algorithms used by digital platforms, adequate financial and social insurance protection, and safe working conditions for all delivery workers, regardless of their contractual status.
The EU directive, which aims to improve working conditions and safeguard the rights of platform workers, has yet to be transposed into Greek law. The deadline for its incorporation into national legislation is 2 December 2026.
The unions are seeking to influence the development of the new legal framework to ensure meaningful protections for everyone working through digital platforms, irrespective of their employment arrangements.
They have also requested a meeting with the Ministry of Labour to discuss the measures needed to implement the directive.
‘Flexibility cannot mean the absence of rules and protection,’ the unions stressed in a statement outlining their demands:
- ‘Specific criteria for determining the actual employment relationship.’
- ‘Transparency and clarity regarding working conditions.’
- ‘An end to platforms hiding behind contractors.’
- ‘Transparency in the operation of algorithms.’
- ‘Substantial financial and social insurance protection and safe working conditions for all delivery workers, regardless of their contract type.’
