Amongst these is the closure of 35 medical establishments, 1043 private schools, 1229 foundations and associations, 19 trade unions and 15 foundtain-run universities. The order states that the establishments and organizations above have been found to “have tied with Pro-Fetullah Terrorist Organization (FETO/PYD)” and “constitute a danger to national security.”

The executive order also dramatically increases the amount of time that individuals can be kept in custody to 30 days. This measure is to apply only to detainments made in relation to terrorist activity and crimes committed as a group. The current FETO/PYD arrests fall under both of these categories.

The order also allows prosecutors to have meetings between the accused and their lawyers to be recorded or monitored. Prosecutors are similarly granted the right to confiscate any documents and files the accused and their lawyers may give one another and to limit the days and times of lawyer-client meetings. In circumstances where such meetings are understood “threaten public safety or “to include the giving of orders…or the conveying of open, hidden, or secret messages”, prosecutors may request a ban on lawyer-client meetings or a lawyer replacement.

Finally, the executive order regulates –and significantly eases- the conditions for the firing of civil servants as well as army members with suspected FETO ties. It confirms that those removed from their duties in this way are automatically barred from any public sector jobs in the future.
