The scope of the appeal includes challenges to the acquittals issued, the leniency of the penalties awarded, and the decision to convert these penalties into monetary fines. Specifically, the court had earlier converted sentences of up to five years into monetary penalties amounting to €10 per day.

Notably, the appeal does not extend to an elderly resident who was sentenced to three years for allegedly starting the fire by burning dry grass on his property. The law does not permit an appeal against this decision due to the nature of the sentence imposed.

This legal action follows a nearly two-year-long judicial process, which ended with the conviction of five out of the 21 defendants. The fire in Mati, which led to significant loss of life and property, has been a focal point of public and legal scrutiny, prompting demands for accountability and stringent legal measures.
