In 2025, 46.6% of the population aged 16 and over were unable to afford a week’s holiday away from home, far above the EU average of 27.5%.

Greece recorded the second-highest rate in the European Union, behind only Romania, where the figure stood at 61.4%. Bulgaria and Hungary followed, both at 39.1%.

By contrast, the lowest rates were recorded in Luxembourg at 10.6%, Sweden at 12.4% and the Netherlands at 12.8%.

Despite a slight decline compared with 2015, the proportion of people in Greece unable to afford a holiday remains extremely high, once again highlighting the sustained financial pressure on households and the failure of living standards to improve despite government claims.
