J.C.Juncker stated that he was very happy that the climate between the leaders was amicable. His main points were:
-The leaders have agreed to ask the institutions and the countries to act imediately in order to impose the proposals of the commission.
-An extra 100 ml Euros will be needed as a urgent help to those countries that recieve the biggest numbers of refugees.
-An additional 600ml Euros must go to the UN for 2016.
-200ml euros will be spend additionally for the feeding program of 2015 and 300ml euros for 2016.
-1bn euros must be spent to solidify the situation in Turkey and 700ml for the same in FYROM.
Donald Tusk stated that the leaders agreed that short-term measures must be taken within the next three weeks in order to control the refugee crisis. “Today our decisions were based on facts and not on feelings”. His main points were:
-Approximately 4ml Syrians have fled for the neighboring countries.
-Those who will try to pass to Europe could reach a million.
-Besides the Syrians, there are refugees from Iran, Iraq, Afghanistan and other countries.
-The refugees are determined to reach Europe and that is why we must modify our open border policy.
-We must protect our outer borders and help the refugees while they are still out of them.
-We have decided to increase our help to Lebanon, Jordan, Turkey and other countries in the region.
-Increased help will be offered in exchange for closer collaboration.
-A minimum of 1bn euros will be used to help refugees through the UN.
-The leaders have agreed that the chaotic situation of Europe's outer borders must stop.
-The proper control and functioning of our outer borders is the responsibility of the Europeans.
-It is unfair that Italy and Greece should shoulder the entire burden, therefore the EU countries have agreed to help in every possible way, including common actions for the centres of first contact. This is particularly important since the checks have been questionable until a few weeks ago.
-The measures that we have agreed upon will not end the crisis, but they are the necessary steps towards the right direction.
-We will meet again in the October Euro Summit.
-We now know that we cannot continue in the same way we did in the past.
-Unless we change the current situation, the Schengen treaty will become a void document.
