While addressing the European parliament in Strasburgh, the President of the Commission noted that “there is no more time to waste” while the refugee influx is still flooding the outer borders of the E.U. “We, Europeans, do not have borders anymore; we have an outer perimeter and we share the responsibility of its protection”.

Referring to the Schengen agreement, he mentioned that the weaknesses of its system will be covered by the new border control system. “A European system of coastal and land border controls will allow the rectification of a weakness in the Schengen system. We are doing what we should have done from the beginning. Schengen is here to stay”.
