The German Finance Minister and the president of the Eurogroup do not believe that a final deal is possible today.

“We have not received substantial proposals from Greece” said Mr. Schauble as he was entering the Eurogroup meeting, while he went on to add that “without crucial proposals we can not seriously prepare a meeting for the Greek problem”
 
On the same note Mr. Djiselbloem stated that “It is impossible to make a complete assessment (of the new Greek proposals) today” and that he had a constructive talk with Greek PM A. Tsipras earlier today.
 
 
The Spanish Finance Minister,  Luis de Guindos stated that a deal will not be possible today and that technical talks must continue.  The Finnish Finance Minister also said that he has low expectations from today’s meetings.
