The number of individuals and businesses owing money to the Greek tax authorities rose significantly in the first four months of 2025, according to data released by the Independent Authority for Public Revenue (AADE). The number of tax debtors grew by around 470,000, reaching a total of 4,242,507, up from 3,771,707 at the end of December 2024.

Out of this total, 2,231,160 taxpayers are on the brink of enforcement measures, while 1,594,218 are already facing such actions. New tax debts over the same period amounted to €3.192 billion, bringing the total outstanding debt to €110.8 billion. Of that, €26.35 billion has been classified as uncollectable, leaving a remaining €84.45 billion considered potentially recoverable.

According to the AADE, collections from both old and new overdue debts reached €2.09 billion so far this year. The target for 2025 is set at €6 billion, of which at least €3 billion is expected from older outstanding debts. An additional €700 million is projected to come from large debtors and targeted collection efforts, while €28 million is anticipated from customs-related debts.

As reported by ERT, 495,438 enforcement actions were taken last year to recover unpaid taxes. Over 90% of these involved third-party seizures, such as garnishments on bank accounts or rental income. Specifically, authorities carried out:

  • 465,847 third-party seizures
  • 146 auction programmes
  • 11,603 seizure orders
  • 4,534 criminal prosecutions
  • 8,563 mortgage registrations
  • 4,745 property seizure cases
