In his question, Arvanitis says the crisis has exposed the vulnerability of the EU’s island and border regions, with small and medium-sized livestock farmers facing the loss of animals, strict restrictions and the risk of financial ruin. He adds that the outbreak comes on top of an already severe crisis in the agricultural sector, marked by rising production costs, the energy crisis and limited support.
The MEP criticises the European Commission for limiting its response to the activation of existing protocols and assistance only upon request, arguing that this approach shifts the burden onto member states and producers, deepening regional inequalities.

Subject: Outbreak of foot-and-mouth disease in Lesvos and the need for immediate European assistance
‘The outbreak of foot-and-mouth disease in Lesvos highlights the vulnerability of island and border regions of the European Union to health crises affecting primary production. Small and medium-sized livestock farmers are facing the loss of animals, restrictions on their activity and a serious risk to their economic survival, without sufficient support from Europe.
‘The European Commission’s response appears to be limited to the implementation of existing protocols and assistance upon request, without a clear commitment to immediate funding or full compensation. However, this approach shifts the burden of the crisis onto member states and producers, exacerbating regional inequalities and undermining the sustainability of the rural economy.
‘Protecting livestock health, ensuring food sufficiency and supporting rural communities cannot and should not be treated solely as technical issues, but require immediate, coordinated and adequately funded European intervention.
‘In light of the above, the Commission is asked:
‘Why are European direct intervention mechanisms not being proactively activated?
‘Will it immediately activate European funds for the full compensation of Lesvos livestock farmers and for the strengthening of public veterinary services?
‘Will it cover the cost of the necessary health measures?’
