He stated that Hellenic Train has been operating under a 2022 law that ratified an agreement for the concession of railway transport from the Greek State to the company. This operation also relies on an access and use agreement, which is supposed to be annually signed between the railway company and the network manager, OSE.

Mr. Psaropoulos highlighted that the concession contract mandates annual signing and notification to the Ministry of Infrastructure and Transportation within 30 days. His remarks suggest that the Ministry was aware of the absence of a valid agreement for network usage, raising significant concerns about oversight and regulatory compliance within the national railway system.
